Empowering Youth with Disabilities for a Brighter Future
At Industrial Opportunities, Inc., we believe every young person deserves the chance to discover their potential and achieve independence. Our Pre-Employment Transition Services (Pre-ETS) program provides specialized training and support for students with disabilities, helping them develop crucial skills for success in the workplace, education, and life.
Serving Cherokee, Clay, and Graham counties in North Carolina, our personalized, hands-on approach creates a supportive bridge between school and competitive employment, post-secondary education, enlistment, or other paths and services. We focus on individual strengths and interests, building confidence and capabilities through real-world experiences.
Comprehensive Pre-ETS Program
Job Exploration Counseling
We help students discover their career interests through comprehensive assessments, informational interviews with professionals, and exposure to various industries. Students learn about labor market trends, job requirements, and potential career paths suited to their unique abilities and interests.
Work-Based Learning
Students gain valuable hands-on experience through paid internships and community job placements tailored to their interests. These opportunities provide real-world skill development under the guidance of our experienced employment specialists who offer support and feedback throughout the process.
Post-secondary Education Counseling
Our employment specialists provide guidance on college options, technical training programs, and other educational pathways that align with students' career goals. We assist with exploring financial aid options, accessibility services, and the application process for a smooth transition to higher education.
Workplace Readiness Training
Students develop essential social skills, professional communication, time management, and independent living skills crucial for workplace success. Training includes resume building, interview preparation, appropriate workplace behavior, and financial literacy to support overall independence.
Self-Advocacy Instruction
We empower students to understand their rights, identify personal strengths and challenges, and effectively communicate their needs. This instruction builds confidence and provides the tools necessary for students to advocate for appropriate accommodations and support in both educational and workplace settings.
Who is Eligible?
Our Pre-ETS program serves students who:
  • Are between 14-21 years of age
  • Are currently enrolled in secondary education (grades 6-12: public school, private school, or homeschool)
  • Have a documented disability (IEP, 504 Plan, or medical documentation)
  • Reside in Cherokee, Clay, or Graham counties in North Carolina
Most students and their families will complete the application independently, with or without assistance from Pre-ETS staff. Once submitted, the EIPD (Division of Employment and Independence for People with Disabilities) will review the application to determine eligibility for services.
Real Work Experience with Support
Through our Pre-ETS program, we partner with a wide range of local businesses to offer meaningful internship opportunities that align with each student’s interests, strengths, and career goals. These internships are optional and designed for students who want to explore hands-on work experiences in real-world settings.
Before placement, we work closely with students, families, and employers to ensure the internship is the right fit — both in terms of job role and workplace environment. Our experienced employment specialists provide on-site and behind-the-scenes support, helping students build skills, adapt to new settings, and gain confidence.
We understand the importance of balancing school, personal commitments, and skill development, so internships feature flexible scheduling and individualized supports. This approach allows students to explore career paths at their own pace while developing the workplace readiness skills needed for future success.

Referral Process
Most students and their families will complete the application independently, with or without assistance from Pre-ETS staff. Once submitted, the EIPD (Division of Employment and Independence for People with Disabilities) will review the application to determine eligibility for services and initiate the referral process.
Personalized Intake
Once eligibility is confirmed, we conduct a comprehensive intake assessment to understand the student's goals, interests, abilities, and support needs. This information helps us tailor our services to create the most effective individualized program.
Program Placement
Based on the intake results, students are matched with appropriate Pre-ETS activities, lessons, and work experiences that align with their interests and goals, beginning their journey toward employment readiness and independence.
